Problem Statement
External Targets are common requests for APC users. This is a quick guide on how External Target can be set up on DMC3 Builder and DMCplus build.

Solution
Setting External Targets on DMCplus:
To enable External Targets in a CCF file, select the Tools menu and then select Options. Then select the General tab and here can be found the option External Targets. This option will allow enabling the External Target for the controller and it allows to select between three options:
Not used. - Which will not take into consideration ET
Full RTO. - Real Time Optimization Values
Limited Use (IRV). - Ideal Resting Values
Please Refer to solution https://esupport.aspentech.com/S_Article?id=000015581 “How do I pick between "Full Use (RTO)" and "Limited Use (IRV)" type when enabling External Targets?”  for more detailed information about RTO and IRV.
In addition, this window will allow enabling the ET in the Online Controller.

Finally, choose the ETCV parameter and double-click on it. On default value change it to 1 and in Tag name, you must write the Tag that will be written/read by the external software. In addition, in the Keyword, you can also change what kind of action the external software will have on such Tag. Also, you need to specify the CIM-Io device and Source.

Setting External Targets on DMC3:

On the DMC3 file, you can set the External Target from the Optimization Tab from the controller tree.
On the Optimization, the tab goes to the top ribbon and click on Configure Optimizer, then select the ET option on the Target type selector in the Case Actions Tab.

Then it must be selected which variable will have the External Target, this can be done by selecting the External Target type on the Target option from each variable.
