Problem Description
Adding V12.1 GDOT Excel add-in to office 2019 32-bit fails with:
Microsoft Excel cannot access the file 'C:\Program Files (x86)\AspenTech\GDOT Offline\V12.1\Configuration\GDOT V12.1 Model Add-In.xlam'. There are several possible reasons:
- The file name or path does not exist
- The file is being used by another program
- The workbook you are trying to save has the same name as a currently open workbook



Solution
The problem is that you are using an excel file that is not part of the trusted locations. Follow KB000097372 to enable GDOT App folder in the trusted location:

Then copy the template from C:\Program Files (x86)\AspenTech\GDOT Offline\V12.1\Configuration\Template in the trusted location C:\GDOT Apps\
Rename and open the template.
Uncheck all the Add-ins and then click OK


Add Only the GDOT V12.1 Model Function Add-in




Click ok to save the change, this time the error should not show.
Repeat the same for the other 2 add-ins one by one, the order is important:
1.Model functions Add-in
2.Model Add-in
3.Matrix Diagnostics Add-in


At the end you should see the GDOT menu:
